At the time the SalesForce Templates were created, these countries did not have their own preference center like the uk and other EMEA ones.  

The preference centers were rolled out for EMEA to fufill the GDPR requirement.

Australia preference center was requested and buit afterwards.

India and Mexico still do not have their own.
